Hongkong unter neuer Führung: Ein Land versus zwei Systeme?

Abstract

Am 21. Juni 2005 ernannte die Regierung der Volksrepublik China den Hongkonger Spitzenbeamten Donald Tsang Yam-kuen zum neuen Chef der ehemaligen Kronkolonie. Tsang folgt dem glücklosen Reeder Tung Chee-hwa nach, der unter Pekinger Druck zwei Jahre vor Ende seiner zweiten Amtszeit zurückgetreten war. Tungs Zustimmungsrate war 2003 vor dem Hintergrund einer anhaltenden Rezession und einer gescheiterten Gesetzesinitiative zur inneren Sicherheit dramatisch gefallen. Während die Wirtschaft des Territoriums sich seither erholt hat, bleiben die in der Formel 'ein Land, zwei Systeme' angelegten Widersprüche zwischen dem Interesse der Zentralregierung an einem apolitischen, unter Aufsicht gehaltenen Territorium und der Hongkong gegebenen Zusage auf 'ein hohes Maß an Autonomie' unversöhnt.
