Der NATO-Mittelmeerdialog: Instanbul und danach

Abstract

Im Kontext der Debatte über Stabilität und Sicherheit im 'Erweiterten Mittleren Osten' hat auch der Mittelmeerraum zunehmend Aufmerksamkeit gefunden. Institutionen wie OSZE, WEU, EU, NATO haben in ihren Initiativen die Bedeutung der Mittelmeerregion immer wieder betont. Die Vielschichtigkeit dieser Initiativen einerseits sowie deren Überschneidungen andererseits verwirren jedoch eher, als daß sie eine substantielle Verbesserung der regionalen und internationalen Sicherheit bewirken würden. Die NATO möchte den Mittelmeerdialog auf ihrem Gipfel in Istanbul am 28. und 29. Juni in den Kontext des 'Broader Middle East' stellen und stärker in ihre übergeordnete Strategie - Partnerschaft, Dialog und Kooperation mit angrenzenden Regionen - einbeziehen. Der Mittelmeerdialog kann nicht unbedingt als Erfolgsgeschichte der NATO gelten. Dies soll sich mit einer deutlich partnerschaftlichen Akzentuierung nach Istanbul ändern. (SWP-aktuell / SWP)
