Mali, der Terror im Sahel und Covid-19: Das neue Bundeswehr-Mandat für die Beteiligung an MINUSMA

Abstract

Der islamistische Terror breitet sich nicht nur in Mali weiter aus, sondern hat auch die Nachbarländer erfasst. Für die internationale Gemeinschaft besteht das Dilemma darin, dass die regionalen Sicherheitskräfte zumindest Teil des Problems sind - aber ohne sie geht es nicht. Die Corona-Pandemie erhöht den Druck auf die schwachen staatlichen Strukturen in der Region, während sie die Terror-Milizen kaum beeinträchtigt. Als Folge steigt die Terrorgefahr in einem Gebiet von der Größe Europas, direkt in unserer Nachbarschaft, mit schwer absehbaren Auswirkungen auch auf Fluchtbewegungen. Die Bewältigung der Corona-Krise wird vorübergehend alles andere in den Hintergrund drängen. Was bedeutet das für die Multidimensionale Integrierte Stabilisierungsmission der Vereinten Nationen in Mali (MINUSMA)? Das Bundeswehr-Mandat für MINUSMA läuft Ende Mai 2020 aus, das der Vereinten Nationen (VN) einen Monat später. Beide Mandate müssen an die neuen Herausforderungen durch Covid-19 angepasst werden. Die VN sollten Länder wie Burkina Faso und Niger einbeziehen und alle Missionen besser verknüpfen. Das Hauptaugenmerk sollte vorerst auf zivilen und medizinischen Projekten liegen, weniger auf militärischen Fähigkeiten.
