Rumänien und Bulgarien - EU-Beitritt 2007 mit Auflagen

Abstract

Am 16. Mai 2006 veröffentlichte die Europäische Kommission ihre neuesten Berichte über die Fortschritte Rumäniens und Bulgariens auf dem Weg in die EU. Anders als angekündigt sprach sie darin keine Empfehlung für eine Verschiebung des Beitritts aus, was einem qualifizierenden, an die Erfüllung bestimmter Bedingungen geknüpften »Ja« zum Beitritt Rumäniens und Bulgariens im Jahre 2007 gleichkommt. Im Oktober 2006 will die Kommission abschließende Fortschrittsberichte zu beiden Ländern veröffentlichen. Möglicherweise wird die EU dann die mit allen Beitrittsstaaten vereinbarten Schutzklauseln für den Binnenmarkt oder den Justizbereich für die ersten drei Jahre nach dem EU-Beitritt auslösen. Sollten Rumänien und/oder Bulgarien auch nach dem Beitritt noch Defizite aufweisen, können Agrar- und Strukturhilfen einbehalten oder der Zugang der beiden Neumitglieder zum Binnenmarkt begrenzt werden.
