Kosovo 2005/06: Unabhängigkeit auf Raten?

Abstract

Ende Mai referierte UNMIK-Chef Jessen-Petersen vor dem Sicherheitsrat der Vereinten Nationen in positivem Tenor über die Lage im Kosovo. Jetzt soll ein Sonderbeauftragter des UN-Generalsekretärs bis September 2005 einen ausführlichen Bericht darüber verfassen, ob die wichtigsten rechtsstaatlichen Standards im Kosovo erfüllt sind. Es wird erwartet, daß dieser entsprechende Fortschritte feststellen wird, so daß der UN-Sicherheitsrat noch im Herbst grünes Licht für den Beginn von Verhandlungen über den Endstatus des Kosovo geben kann. Ob die EU-Mitgliedschaftsperspektive für Belgrad und Priština dabei allerdings weiterhin als wichtigstes politisches Angebot aufrechterhalten werden kann, ist in Anbetracht der aufsteigenden EU-Erweiterungsmüdigkeit fraglich geworden.
