Abstract

Djerba, Karatschi, Mombasa, Riad, Casablanca, Kabul - das sind seit dem 11. September 2001 nur einige Tatorte auf einer Karte des Terrors. Obwohl die Urheberschaft nicht in jedem Fall geklärt ist, wird vermutet, daß die dort verübten Anschläge allesamt auf das Konto des islamistischen Netzwerks Al-Qaida bzw. von Gruppen gehen, die mit Al-Qaida verbündet sind. Bei genauerer Betrachtung wird erkennbar, daß die Attentate Gemeinsamkeiten aufweisen: Sie richteten sich bewußt gegen 'westliche' Ziele, die Attentäter stammten aus einem islamistischen Umfeld, sie waren offenkundig darauf aus, vergleichsweise hohe Opferzahlen zu produzieren - und nutzten dabei das Mittel der Selbstmordattentate. Der letztgenannte Aspekt wirft eine Reihe von Fragen auf: Welche militanten Gruppen sind hier besonders prominent? Warum greifen sie zu dieser Taktik? Welche Gegenstrategien sind erfolgversprechend?
