Aserbaidschan zwischen Verhärtung im Inneren und Vernetzung nach außen

Abstract

Am 11. April 2018 fanden in Aserbaidschan vorgezogene Präsidentenwahlen statt. Erwartungsgemäß wurde das seit 2003 amtierende Staatsoberhaupt Ilham Alijew wiedergewählt, offiziell mit 86 Prozent der Stimmen bei 75 Prozent Wahlbeteiligung. Alijew tritt seine vierte Amtszeit an und stände demnach bis 2025 an der Spitze des Staates. Unabhängigen Beobachtern zufolge waren die Wahlen alles andere als frei und fair. Unter der Alijew-Dynastie hat sich ein patrimonial-autoritäres Herrschaftssystem verfestigt. Seit Jahren werden regierungskritische Kräfte immer stärker unter Druck gesetzt. Bei aller Verhärtung im Inneren ist Aserbaidschan eifrig bemüht, sich als weltoffener demokratischer Staat darzustellen.
