Die Sanktionsspirale dreht sich: Europäische Iranpolitik auf dem Prüfstand

Abstract

Nach dem jüngsten Bericht der Internationalen Atomenergie-Behörde (IAEA) vom 18. Februar 2010 berät der Sicherheitsrat der Vereinten Nationen (VN) über neue Sanktionen gegen den Iran. Da es noch zu keiner Einigung kam, werden die Verhandlungen auch außerhalb des VN-Rahmens fortgesetzt. Die von der internationalen Gemeinschaft bislang gegen den Iran verhängten Sanktionen zielen nicht darauf ab, die iranische Wirtschaft nachhaltig zu schädigen oder gar das Regime zu stürzen. Vielmehr geht es darum, der Forderung Nachdruck zu verleihen, dass Teheran die Sicherheitsratsresolutionen befolgen solle. Die Politik der Sanktionen wurde durch Verhandlungsangebote der EU (2005) und - unter EU-Federführung - der internationalen Gemeinschaft (2006 und 2008) ergänzt. Dieser Ansatz ist offensichtlich gescheitert, da weder Sanktionen noch Kooperationsangebote Teheran zum Einlenken bewegt haben. Dennoch dreht sich die Spirale der Sanktionen weiter, die nun zum Hauptinhalt der Iranpolitik zu werden drohen - mit nachteiligen Folgen für Deutschland und Europa
