Scharfer Richtungsstreit zwischen Kiew und Moskau: Konfliktfelder Energiepolitik und äußere Sicherheit

Abstract

Die Auseinandersetzungen über die Gaslieferungen und die Bemühungen Kiews um eine Nato-Perspektive belasten derzeit die Beziehungen zwischen der Ukraine und Russland erheblich. Der Mitte März gefundene Energiekompromiss wird das Jahr 2008 nicht überdauern. Auch die angestrebte Westintegration der Ukraine in EU- und Nato wird von Moskau nach wie vor mit dem Hinweis auf die »Störung« der europäischen Sicherheitsarchitektur abgelehnt. Die politische Klasse der Ukraine ist zudem gespalten. Das Parlament war wegen des heftigen Einspruchs der Opposition gegen die Nato-Ambitionen der Regierung wochenlang arbeitsunfähig. Die Energiepolitik und die geopolitische Orientierung der Ukraine sind die zentralen Konfliktfelder im ukrainisch-russischen Verhältnis mit deutlichen Auswirkungen auf die EU- und die Nato-Staaten. Beide Organisationen sollten ihre Kooperationen mit Moskau und Kiew intensivieren und miteinander verknüpfen
