Gasproduzenten rücken zusammen: Der GECF-Gipfel in Katar und die Erfolgsaussichten einer »Gas-OPEC«

Abstract

Auf dem Treffen des Forums Gas exportierender Staaten (GECF) am 9. April in Katar beschlossen die Teilnehmer eine intensivere Kooperation und diskutierten dabei erneut die Gründung einer »Gas-OPEC«. Die in der GECF zusammengeschlossenen Gasförderländer kontrollieren insgesamt etwa 70 Prozent des weltweit verfügbaren Erdgases. Bislang verhindern Lieferverträge mit Laufzeiten über mehrere Jahrzehnte und die Ölpreisbindung, dass die GEFC wie ein Kartell agieren kann. Allerdings stellt die EU diese langfristigen Vereinbarungen in Frage und untergräbt damit ihre Rückversicherung gegen die Herausbildung eines Kartells auf der Angebotsseite. Um die europäische Gasversorgung zu kontrollieren, ist es zudem bereits ausreichend, wenn die Unternehmen der großen Anbieter Russland und Algerien ihre Angebotspolitik koordinieren.
