Der Gipfel EU-Westliche Balkanstaaten in Thessaloniki: Zurück zur Realität?

Abstract

Seit Beginn des Jahres stiegen in der als Westlicher Balkan bezeichneten Region (Albanien, Bosnien-Herzegowina, Kroatien, Makedonien sowie Serbien-Montenegro) die Erwartungen, daß auf dem gemeinsamen Gipfeltreffen am 21. Juni 2003 klare Aussagen über die Beitrittsmöglichkeiten der fünf Länder - Eröffnung des Kandidatenstatus, zeitlicher Integrationsfahrplan und Zugang zu den europäischen Fonds - beschlossen würden. Geweckt wurden sie durch Äußerungen führender Mitglieder der EUKommission (Prodi, Verheugen) und der amtierenden griechischen Präsidentschaft. Das Treffen in Thessaloniki, auch von europäischer Seite als Folgegipfel des Zagreber Treffens vom November 2000 bezeichnet, kann jedoch nicht als Durchbruch für den Beitritt der westlichen Balkanstaaten bezeichnet werden. Mit freundlichen, aber gleichzeitig perspektivisch offenen Formulierungen wurden die betroffenen Länder auf den Boden der Realität zurückgeholt. (SWP-aktuell / SWP)
