Die GSVP vor der Erosion? Die Notwendigkeit einer Wiedereinbindung Frankreichs und Großbritanniens

Abstract

Trotz der Reformen des Lissabonner Vertrags ist es der EU und ihren Mitgliedstaaten bisher nicht gelungen, gemeinsam auf die Umbrüche in ihrer südlichen Nachbarschaft und die damit verbundenen Herausforderungen zu reagieren. Im Gegenteil: In ihren Reaktionen auf den Libyenkonflikt haben die Mitgliedstaaten die EU übergangen, öffentlich gegensätzliche Positionen vertreten, damit die Hohe Vertreterin Ashton brüskiert und die EU in eine weitere Krise gestürzt. Um die Sicherheits- und Verteidigungspolitik der Union vor der Erosion zu bewahren, sind entschiedene politische Initiativen gefordert. Eine zentrale Rolle wird dabei das Zusammenwirken Deutschlands, Frankreichs und Großbritanniens spielen. Paris und London werden einer Stärkung des EU-Rahmens jedoch nur dann zustimmen, wenn die Verantwortlichen in Berlin bereit sind, substantiell zur militärischen Komponente der GSVP beizutragen
