Die 14. Wahlen zum indischen Unterhaus

Abstract

Die Ergebnisse der Wahlen zum indischen Unterhaus (Lok Sabha), die in fünf Phasen zwischen dem 20. April und dem 10. Mai stattgefunden haben, waren überraschend: Erstens schlug die Kongreßpartei und die von ihr geführte United Progressive Alliance (UPA) entgegen allen Vorhersagen die regierende Bharatiya Janata Party (BJP) und die National Democratic Alliance (NDA). Zweitens wurde mit Manmohan Singh erstmals ein Angehöriger der Sikh-Gemeinschaft Premierminister. Drittens erzielten die kommunistischen Parteien wider Erwarten das beste Wahlergebnis ihrer Geschichte.Die Wahlen haben den Trend zur Regionalisierung der Parteienlandschaft bekräftigt und die säkularen Kräfte gestärkt, aber wieder einmal keine klaren Mehrheiten gebracht. Die neue Minderheitsregierung der Kongreßpartei ist auf die Zusammenarbeit mit den kommunistischen Parteien angewiesen. Dank des Grundkonsenses der großen Parteien in zentralen außen- und wirtschaftspolitischen Fragen werden die Liberalisierung und die Reformen fortgesetzt. Allerdings werden die ländlichen Regionen wirtschaftspolitisch einer größere Aufmerksamkeit bekommen. (SWP-aktuell / SWP)
