Abrüstung, Abschreckung und Abwehr: Die neue US-Nukleardoktrin - Abstimmungsbedarf in der Allianz

Abstract

Die neue amerikanische Nuklearkonzeption ist erst in Umrissen erkennbar. Ihre mehrfach angekündigte Veröffentlichung wurde unlängst erneut verschoben. Fest steht jedenfalls, dass Washington die Anzahl seiner Kernwaffen drastisch reduzieren will. Diese Waffen werden für seine Sicherheitspolitik weiter an Bedeutung verlieren. Nicht-nukleare Elemente, darunter auch die Raketenabwehr, werden in den Vordergrund rücken. Die nukleare Abschreckung als solche, auch zum Schutz von Verbündeten der USA, wird aber vorerst aufrechterhalten. Deutschland möchte seinen Beitrag zur Abrüstung leisten, indem es - unterstützt von europäischen Nato-Partnern - eine Allianzdebatte über die Zukunft der noch immer in Europa stationierten US-Kernwaffen anstößt. Am Ende der Entwicklungen in Nato und USA könnte der Abzug aller US-Atomwaffen aus Europa stehen. Ihre bisherige Funktion für die Abschreckung und die Allianz müsste dann aber ersetzt werden. Wie könnte der Dreiklang aus Abrüstung, Abschreckung und Abwehr in den kommenden Jahren harmonisch gestaltet werden?
