Von Schengen nach Prüm: Sogwirkungen verstärkter Kooperation und Anzeichen der Fragmentierung in der EU

Abstract

Ein neues Puzzleteil in der Europäischen Innen- und Justizpolitik stellt der auf Initiative Deutschlands verhandelte Vertrag von Prüm über die Vertiefung der grenzüberschreitenden Zusammenarbeit, zur Bekämpfung des Terrorismus, der Kriminalität und der illegalen Migration dar. Vertragspartner sind Deutschland, Österreich, die Benelux-Staaten, Spanien und Frankreich (VPgZ). Der Vertrag wurde am 27. Mai 2005 unterzeichnet und befindet sich im Prozess der parlamentarischen Ratifizierung. Er trägt viele Merkmale des Schengener Integrationsprozesses. Dies wirft eine Reihe von Fragen auf: Welche Rolle spielt das Abkommen in diesem Politikfeld? Wie wird die demokratische Kontrolle derartiger, im kleinen Kreis vorgenommener Vertiefungsschritte sichergestellt? Und schließlich: Ist der Vertrag überhaupt mit dem Ziel der Schaffung eines EU-weiten Raums der Freiheit, der Sicherheit und des Rechts vereinbar? (SWP-aktuell / SWP)
