Test für die republikanische Mehrheit: Ergebnis und Konsequenzen der "Filibuster"-Debatte im amerikanischen Senat

Abstract

In den USA stellt sich sechs Monate nach der Wiederwahl von Präsident Bush die Frage nach der Dauerhaftigkeit und Verläßlichkeit der Republikanischen Mehrheit im Kongreß. Anlaß ist die Bestätigung mehrerer Richterkandidaten durch den Senat, die von den Demokraten mit Hilfe des parlamentarischen Instruments des Filibusters verhindert werden sollte. Mit der Verabschiedung eines überparteilichen Abkommens am 23. Mai 2005 hat sich diese Auseinandersetzung nur vorläufig entschärft. Sie ist der erste und vielleicht wichtigste Test dafür, ob sich Bush in seiner zweiten Amtszeit auf die Republikanische Mehrheit verlassen kann. Der Auseinandersetzung dürften in den nächsten Wochen und Monaten weitere folgen. (SWP-aktuell / SWP)
