Abstract

Der Europäische Konvent ist mit der Plenardebatte über den Entwurf für den Verfassungstitel zu den Organen der Europäischen Union in die entscheidende, letzte Phase seiner Arbeit eingetreten: Bis zur Vorlage des Schlußtextes am 20. Juni 2003 soll Konsens über die zentralen Machtfragen der Europäischen Union erzielt werden. Je breiter der hierzu erreichte Konsens ist, desto geringer die Wahrscheinlichkeit, daß die anschließende Regierungskonferenz das Kompromißpaket des Konvents erneut aufschnürt. (SWP-aktuell / SWP)
