Auf dem Weg zum globalen Flüchtlingspakt: Der "Zero Draft" - ein guter, aber noch kein hinreichender Schritt

Abstract

Im Dezember 2018 sollen von der Generalversammlung der Vereinten Nationen (VN) zwei neue globale Abkommen verabschiedet werden: ein 'Globaler Pakt für sichere, geordnete und reguläre Migration' und ein 'Globaler Pakt für Flüchtlinge'. Die Vorhaben sollen der internationalen Zusammenarbeit in der Flüchtlings- und Migrationspolitik neuen Schwung geben. Inzwischen liegen erste Entwürfe vor, die 'Zero Drafts'. Dabei ist der Entwurf für den Flüchtlingspakt zwar positiv zu bewerten, aber noch nicht ambitioniert genug. Im Zuge der Verhandlungen sollte die Bundesregierung insbesondere Vorschläge einbringen, wie sich die Neuansiedlung von Flüchtlingen (Resettlement) verbessern lässt und Aufnahmeländer finanziell unterstützt werden können.
