China und das Sanktionsregime der Vereinten Nationen: Pragmatische Positionierung im Sicherheitsrat

Abstract

China hat im Sicherheitsrat der Vereinten Nationen weitreichenden Sanktionen gegen das Gaddafi-Regime in Libyen zugestimmt. Von der westlichen Öffentlichkeit wurde dies positiv aufgenommen. Doch bislang lässt sich nicht erkennen, dass China im Bereich der Sanktionspolitik einen echten Kurswechsel vollzogen hätte. Nach wie vor ist seine Haltung hier ambivalent. Dies zeigt ein Blick auf Pekings Abstimmungsverhalten im Sicherheitsrat und seine Rolle bei der Umsetzung von beschlossenen Maßnahmen. Will China dem eigenen Anspruch gerecht werden, in der internationalen Politik als verantwortungsbewusste Macht zu agieren, muss es das kooperative Handeln im Sicherheitsrat weiter ausbauen und stärker als bisher dazu beitragen, dass Sanktionen auch eingehalten werden
