Russland und die Raketenabwehr: Wer spaltet wen?

Abstract

Die amerikanischen Pläne zum Aufbau einer Radarstation in Tschechien und einer Raketenabwehrstellung in Polen sind in Russland auf massive Kritik gestoßen. Sie werden dort als gegen das eigene Land gerichtet interpretiert. Derartige Vorhaben, warnte Präsident Putin auf der Münchner Konferenz für Sicherheitspolitik Anfang Februar 2007, würden »unvermeidlich zu einem Wettrüsten« führen. Der russische Generalstabschef und der Kommandeur der Raketentruppen drohten bereits, Moskau werde gegebenenfalls aus dem INF-Vertrag zur vollständigen Abrüstung nuklearer Mittelstreckenwaffen aussteigen. Sie warnten davor, dass Raketenabwehrstellungen in Polen, Tschechien »und anderen Ländern« zu »Zielen der strategischen Raketentruppen« der russischen Streitkräfte werden könnten. Doch ist diese Reaktion angemessen? Würden die russischen Nuklearstreitkräfte durch die Verwirklichung der amerikanischen Pläne tatsächlich beeinträchtigt? Wie ernst sind Moskaus Drohungen zu nehmen, was bezweckt der Kreml damit und wie sollten Deutschland und Europa darauf reagieren? (SWP-aktuell/ SWP)
