Umfassende Ansätze, vernetzte Sicherheit: Komplexe Krisen erfordern effektive Koordination und politische Führung

Abstract

Aktuelle Krisen haben sicherheitspolitische, gesellschaftliche und wirtschaftliche Dimensionen. Ihre Bewältigung erfordert den abgestimmten Einsatz diplomatischer, militärischer, polizeilicher, humanitärer und entwicklungsbezogener Instrumente. Dadurch wird Krisenmanagement komplex: Die Zahl der beteiligten Akteure steigt, die Aufgaben werden vielfältiger, die Engagements langwieriger. Soll ein Einsatz erfolgreich sein, müssen die beteiligten Staaten oder Organisationen ihre Ziele, Aktivitäten und Instrumente frühzeitig und bedarfsgerecht koordinieren. Dies sollen umfassende Ansätze leisten. Neue Konzepte und Strukturen sollen Abstimmung und Zusammenarbeit der nationalen und internationalen Akteure gewährleisten. Doch in der Praxis scheitern diese Bemühungen oft an unterschiedlichen Problemwahrnehmungen und Lösungsansätzen, aber auch an Reformunwilligkeit und unzureichender Ausstattung
