Großbaustelle Pakistan: Die Schlüsselrolle des Militärs für die regionale Stabilität

Abstract

Mit der Bildung der Staatengruppe Friends of Democratic Pakistan (FoDP) im Septem-ber 2008 und der Bekanntgabe der neuen amerikanischen Strategie zu Afghanistan und Pakistan (»Afpak«) im März 2009 ist Pakistan endgültig zum Sorgenkind der internationalen Gemeinschaft avanciert. Die FoDP stellten Pakistan bei ihrer Konferenz in Tokio Mitte April 2009 die Zahlung von über fünf Milliarden Dollar Hilfsgeldern in Aussicht. Die Bekämpfung des Terrorismus, die Befriedung der Stammesgebiete, die Stärkung der Demokratie und die wirtschaftliche Entwicklung gelten als wichtigste Herausforderungen zur Stabilisierung Pakistans. Diese Maßnahmen sind zwar notwendige, aber keine hinreichenden Bedingungen für eine dauerhafte Befriedung und Stabilisierung der Konfliktregion Afghanistan und Pakistan. Die Reformansätze werden nur dann erfolgreich sein, wenn sie mit einer Neuausrichtung der pakistanischen Streitkräfte, vor allem ihrer außen- und sicherheitspolitischen Prioritäten einhergehen
