Stillstand auf Zypern: Stolperstein für den türkischen EU-Beitritt

Abstract

Wenn die Türkei ihre Häfen und Flughäfen nicht für Schiffe und Flugzeuge der Republik Zypern öffnet, ist der Fortgang der Beitrittsverhandlungen zwischen der EU und der Türkei gefährdet. Ankara will der Forderung der EU nur nachkommen, wenn die Union ihrerseits Schritte unternimmt, die internationale Isolierung Nordzyperns zu beenden. Dies scheitert am Widerstand der griechischen Zyprer, die ihren Alleinvertretungsanspruch für die ganze Insel nicht in Frage gestellt sehen wollen. Ankara kann sich ein Jahr vor wichtigen Wahlen aus innenpolitischen Gründen nicht bewegen. Der Union wiederum sind durch die Interessen ihres Mitglieds Republik Zypern die Hände gebunden. Zypern bleibt somit ein Stolperstein auf dem Weg der Türkei in die EU. (SWP-aktuell / SWP)
