Polen und der Osten: Polens Beziehungen zu Rußland, Belarus und der Ukraine im Kontext europäischer "Ostpolitik"

Abstract

Die Feierlichkeiten zum 60. Jahrestag des Kriegsendes brachten neue Kontroversen zwischen Polen und Rußland zutage. Die Verstimmungen sind auf unterschiedliche Einschätzungen insbesondere der Geschichte des 20. Jahrhunderts zurückzuführen. Sie haben ihren Grund aber auch in divergenten außen- und sicherheitspolitischen Interessen. Gleichzeitig kam es in den vergangenen Wochen zu Spannungen zwischen Polen und Belarus. Diese Zwistigkeiten keimten auf, nachdem Polen nur kurze Zeit zuvor mit seinem Engagement während der orangenen Revolution in der Ukraine einen wichtigen außen- und ostpolitischen Erfolg erzielt hatte. Polen hat sowohl seine enge Partnerschaft mit der Ukraine als auch seine schwierigen Beziehungen zu Rußland mit in die EU gebracht und somit zu einer »Veröstlichung« der Gemeinsamen Außen- und Sicherheitspolitik beigetragen. Um Polens ostpolitische Expertise weiter für die Union nutzbar zu machen und gleichzeitig seine konfliktträchtigen Beziehungen zu Rußland zu »entschärfen«, sollten Deutschland und Polen kontinuierlich über Fragen der europäischen Ostpolitik und der Europäischen Nachbarschaftspolitik sprechen.
