Auf der Suche nach neuer Relevanz: Die Institutionen der nordischen Zusammenarbeit im Reformprozess

Abstract

Die institutionalisierte nordische Zusammenarbeit ist gegenwärtig mit Zweifeln an ihrer politischen Bedeutsamkeit konfrontiert. Zwischen den nordischen Staaten - Dänemark, Finnland, Island, Norwegen und Schweden - gab es zuletzt Spannungen bis hin zu offenen Meinungsverschiedenheiten, was die Kooperation innerhalb der gemeinsamen Organisationen erschwerte. Vor diesem Hintergrund durchläuft insbesondere der intergouvernementale Nordische Ministerrat derzeit einen Reformprozess, mit dem er seine politische Relevanz neu begründen will. Dabei wird die nordische Zusammenarbeit zwar gerade in EU Fragen und bei heiklen politischen Themen wie Migration zunehmend institutionalisiert, aber substantiell nur zögerlich verstärkt. Die thematische Neuausrichtung birgt gleichwohl ein Potential, um die politische Bedeutung der Kooperation für die Zukunft sicherzustellen. Dazu können auch alte wie neue bi- und multilaterale Partnerschaften beitragen, insbesondere mit Deutschland und den baltischen Ländern.
