Aufbau mit Weitsicht: Der Europäische Auswärtige Dienst als Chance für die EU-Außenpolitik

Abstract

In den kommenden Wochen und Monaten wird sich entscheiden, wie eine zentrale Neuerung des Vertrags von Lissabon, der Europäische Auswärtige Dienst (EAD), umgesetzt wird. Einige organisatorisch komplexe und politisch sensible Entscheidungen sind noch offen, darunter zum Status des Dienstes, zu seinen Kompetenzen und zur Rolle der Mitgliedstaaten bei der Personalrekrutierung. Der EAD sollte nicht zum 28. diplomatischen Dienst in der EU oder zum Spielball institutioneller Eigeninteressen werden, sondern das auswärtige Handeln der EU kohärenter und wirkungsvoller machen. Deshalb sollte sein strategischer Aufbau von einer Gruppe außerhalb der Ratsstrukturen begleitet werden
