Iran: Wahlschlappe und Sanktionen. Hat iranische Politik Spielräume gewonnen?

Abstract

Die drei Wahlen in Iran am 15. Dezember 2006 - es fanden Wahlen zum Expertenrat, Kommunalwahlen und Nachwahlen zum Parlament statt - fielen für Präsident Ahmadinejad und seine Anhänger ungünstig aus. Gewinner waren die gemäßigteren 'Prinzipientreuen' und Konservativen sowie Reformer. Die iranischen Wähler brachten mit ihrem Votum eine gewisse Distanz zu Ahmadinejads Populismus zum Ausdruck und ließen erkennen, dass die iranische Gesellschaft trotz des gestiegenen autoritären Drucks nicht politisch gelähmt ist. Allerdings standen innenpolitische Belange im Vordergrund, nicht die für den Westen so zentrale Nuklearfrage oder Ahmadinejads Anti-Israel-Politik. Eine Woche nach den Wahlen verhängte der VN-Sicherheitsrat Sanktionen gegen Irans Nuklearprogramm. Das Selbstbewusstsein der pragmatischeren Kräfte in Iran ist zwar durch die Wahlen gestärkt worden. Ob sie Teherans Reaktion auf die Sanktionen aber positiv beeinflussen können, bleibt abzuwarten. Auch vom Westen ist Besonnenheit gefordert, damit die Spannungen im Verhältnis zu Iran nicht weiter eskalieren.(SWP-aktuell / SWP)
