Amerikanische Außenpolitik im Wahljahr: Was ist zu erwarten?

Abstract

Im vierten Amtsjahr eines sich zur Wiederwahl stellenden Präsidenten ist die Außenpolitik erfahrungsgemäß sehr stark von innenpolitischem Kalkül bestimmt. Drei politische Imperative lassen sich aus dem dominierendem Interesse ableiten, die Wahl erneut zu gewinnen: Erstens muß es dem Präsidenten im Wahlkampf darum gehen, kostspielige und kontroverse Initiativen zu vermeiden und strittige Fragen zu entschärfen. Zweitens wird er bemüht sein, die für ihn wichtigsten Wählergruppen zu belohnen oder doch wenigstens ihren Interessen nicht zu schaden. Drittens dürfte er daran interessiert sein, als international respektierte Führungsgestalt zu gelten, zumindest diesen Eindruck in den USA erwecken zu können.
