Nach Fukushima: Nukleare Sicherheit europäisieren. Optionen für den zukünftigen Umgang mit der Kernenergie in Europa

Abstract

Ausmaß und Folgen der Reaktorkatastrophe im japanischen Fukushima sind nochimmer nicht vollständig erfassbar. Die Ereignisse haben jedoch einmal mehr verdeutlicht,dass es sich bei der Kernenergie um eine Risikotechnologie handelt. Gerade fürdie energiewirtschaftlich heterogene und zugleich dichtbesiedelte Europäische Unionhat dies wichtige Implikationen. Da die Entscheidung über die Nutzung einzelnerEnergiequellen wohl auf Dauer im Zuständigkeitsbereich der EU-Mitgliedstaaten bleibt,wird eine Debatte notwendig, wie sich die europäischen Regelungen für Betrieb undNeubau von Kernkraftwerken im gemeinsamen Sicherheitsinteresse der RisikogemeinschaftEuropa entwickeln sollen. Langfristig ist auch eine Anpassung des EURATOMVertragsan die sich verändernden Rahmenbedingungen ins Auge zu fassen
