Russlands neue Militärdoktrin 2020: Unentschlossener Kompromiss zwischen Traditionalisten und Reformern

Abstract

Am 5. Februar 2010 unterzeichnete Präsident Medwedew die seit langem erwartete neue russische Militärdoktrin. Sie versucht eine Quadratur des Kreises: den Gegnern der seit Herbst 2008 durchgeführten Armeereform Kontinuität zuzusichern und gleichzeitig die Reform zu legitimieren. Im Ergebnis entstand ein Kompromissdokument, das die tiefgehenden Auffassungsunterschiede nur notdürftig kaschiert. Insofern sollte auch die Tatsache, dass Nato und USA in der Doktrin als Hauptgefahr genannt werden, nicht überbewertet werden. Denn das neue Dokument eröffnet durchaus Kooperationschancen und macht klar, dass sich die weitere Entwicklung der Streitkräfte nicht primär an den alten Feindbildern orientieren wird
