Russland und die Östliche Partnerschaft: Harsche Kritik, punktuelles Kooperationsinteresse

Abstract

Am 7. Mai wird die Initiative einer Östlichen Partnerschaft unter der Ägide der tschechischen EU-Ratspräsidentschaft in Prag lanciert. Zum Gipfeltreffen mit den 27 Staats- und Regierungschefs der EU sind Belarus, die Ukraine, die Republik Moldau, Georgien, Armenien und Aserbaidschan eingeladen. Die Initiative setzt die Europäische Nachbarschaftspolitik (ENP) fort und intensiviert deren östliche Dimension. Neu hinzu kommt Belarus, das die EU bislang wegen mangelnder demokratischer Entwicklung noch nicht in die ENP einbezogen hatte. Auf Seiten der EU ist noch unklar, inwieweit Russland eine Rolle in der Östlichen Partnerschaft zukommen sollte. Einstweilen fallen die Kommentare der russischen Regierung zu dieser neuen EU-Initiative eher harsch aus. Dennoch scheint es in Moskau eine prinzipielle Bereitschaft zu geben, an konkreten Projekten im Rahmen der Östlichen Partnerschaft teilzunehmen. Wie ist diese widersprüchliche Haltung zu erklären? Welche Folgen sind für das Verhältnis zwischen der EU und Russland zu erwarten?
