EU-Sicherheitsforschung: Der Beitrag der Wissenschaft zur europäischen Sicherheit

Abstract

Die EU-Kommission bemüht sich, Europas Rolle als internationaler sicherheitspolitischer Akteur stetig auszubauen. Unter anderem will sie das wissenschaftlich-technische und industrielle Potential der Union bis zum Jahr 2013 verstärkt für sicherheitspolitische Aufgaben erschließen, um die Zivilbevölkerung in einem internationalen Konflikt, beim Ausbruch einer Seuche, bei einer Naturkatastrophe oder einem terroristischen Angriff angemessen schützen zu können. Hierzu müssen die europäischen Planungs- und Sicherheitsbehörden die Wirksamkeit und Kosteneffizienz der Vorsorgemaßnahmen einschätzen, zu denen sie die Forschung befähigt. Entsprechend darf sich der Beitrag der anwendungsorientierten Forschung zur europäischen Sicherheit nicht in rein technischen Maßnahmen erschöpfen, sondern muss systematisch methodische und strategische Erkenntnisse berücksichtigen.
