Die Konferenz zur Zukunft Europas: Herausforderungen und Erfolgsbedingungen für einen Reformimpuls, der über Krisenmanagement hinausreicht

Abstract

Seit dem Vertrag von Lissabon ringt die Europäische Union (EU) mit ihrer Fähigkeit, strukturelle Reformen durchzuführen. Neue Integrationsschritte waren nur unter extremem Krisendruck möglich, Vertragsänderungen sind zu einem Tabu geworden. Einen neuen Weg soll die 'Konferenz zur Zukunft Europas' eröffnen und in einem Hybrid aus interinstitutionellen Verhandlungen und Bürgerbeteiligung neue Ideen für die Weiterentwicklung der Union hervorbringen. Doch die Covid-19-Pandemie hat den Start verzögert. Auch Ziele, Ambitionsniveau und Struktur der Konferenz sind unter den EU-Institutionen umstritten. Um einen nachhaltigen Reformimpuls zu entfalten, muss die Konferenz vier Hindernisse überwinden: die Skepsis vieler Mitglied­staaten, das Tabu von Vertragsänderungen, interinstitutionelle Rivalitäten und bisherige Schwierigkeiten der EU mit der Bürgerbeteiligung.
