Unruhen im türkischen Kurdengebiet: Herausforderungen für die Türkei und die EU

Abstract

Das türkische Kurdengebiet hat Ende März 2006 die heftigsten Unruhen seit einem Jahrzehnt erlebt. Seitdem ist die Unsicherheit im Land gestiegen, denn es wurde drastisch deutlich, dass von einer 'Normalisierung' in der türkischen Kurdenfrage nicht die Rede sein kann: In kurdischen Kreisen gibt es Meinungsverschiedenheiten über die richtige Politik gegenüber dem Staat. Die Regierung Erdogan hat ihrerseits kein politisches Konzept für den Umgang mit dem Problem. Die Europäische Union schwankt in ihren Signalen an die Türkei zwischen Anti-Terror-Politik und dem Appell, die Menschenrechte zu achten. Es ist höchste Zeit für einen intensiven Dialog zwischen der EU und der Türkei über die langfristigen Ziele der Kurdenpolitik und die dafür anzuwendenden Methoden. (SWP-aktuell / SWP)
