China endet in Hongkong: Beerdigt Peking das Autonomiestatut?

Abstract

Am 26. April 2004 gab der Chef der Hongkonger Sonderverwaltungsregion die Entscheidung der chinesischen Führung bekannt, in der ehemaligen britischen Kolonie auf absehbare Zeit keine demokratischen Wahlen zu gestatten. Beobachter sprachen von einem Bruch des 'Grundgesetzes' von 1990, in dem Hongkong 'ein hoher Grad an Autonomie' zugesagt und ausdrücklich erwähnt wird, daß die Möglichkeit freier und direkter Wahlen ab 2007 besteht. Seit Juli 2003 ist es in diesem Zusammenhang zweimal zu Massendemonstrationen gekommen, und mittlerweile haben sich 80 Prozent der Bürger des Territoriums die Forderung nach einer Demokratisierung zu eigen gemacht, wie Umfragen des universitären 'Hong Kong Transition Project' belegen. Sollte China bei seiner harten Haltung bleiben, stünde jenes fragile Gleichgewicht aus wirtschaftlicher Öffnung und Nationalismus auf dem Spiel, auf dem die Stabilität der Volksrepublik bislang beruhte.
