Zur Diskussion über eine 28. Armee für die Europäische Union: Voraussetzungen, Konzeption und Fähigkeitsprofil

Abstract

Die Arbeitsgruppe Sicherheits- und Verteidigungspolitik der SPD-Bundestagsfraktion hat Mitte Februar eine eigene Streitmacht für die Europäische Union (EU) ins Gespräch gebracht. Diese Vision, für die EU eine gemeinsame Verteidigung in Form einer 28. Armee aufzubauen, wird seit längerem diskutiert. Allerdings bleibt sie oftmals sehr vage, was die politischen und militärischen Voraussetzungen, die Konzeption und die Fähigkeiten der 28. Armee betrifft. Laut dem aktuellen Vorschlag soll sie über eine Truppenstärke von 1500 Soldaten verfügen und der EU-Kommission unterstellt sein. Doch welche politischen Voraussetzungen und konzeptionellen Grundlagen müssten erfüllt sein, um eine supranationale europäische Armee ins Leben zu rufen?
