Klimaschutz und Handel: US-Senat diskutiert Barrieren für Importe aus Ländern ohne verbindliche Klimaschutzziele

Abstract

Der Einfluss von Klimaschutzmaßnahmen auf die Wettbewerbsfähigkeit rückt zusehends in den Mittelpunkt der Klimadebatte. Sowohl beim Handelsministertreffen am Rande der UN-Klimakonferenz auf Bali im Dezember 2007 als auch in der Europäischen Union (EU) und den USA wird kontrovers über das Thema diskutiert. Bislang hatte vor allem die französische Regierung einseitige Handelsbeschränkungen für Waren aus Ländern ohne verbindliche Klimaschutzziele gefordert, insbesondere im Hinblick auf den »Kyoto-Verweigerer« USA. Nun sind gerade im US-Kongress zwei Gesetzesinitiativen anhängig, die ein nationales Emissionshandelssystem durch Importrestriktionen flankieren wollen. Solche Handelsmaßnahmen stellen eine erhebliche Gefahr für den internationalen Handel dar und verstoßen potentiell gegen internationales Handelsrecht. Sie können allerdings auch dazu beitragen, dass sich nationale Klimaschutzmaßnahmen politisch besser durchsetzen lassen
