Die Waffenstillstandserklärung der ETA: Anfang vom Ende der letzten Terroristengruppe Westeuropas?

Abstract

»Die Überwindung des Konfliktes ist heute und jetzt möglich. Das ist der Wunsch und der Wille der ETA«. Mit diesen Worten schließt die Erklärung, mit der die baskische Terrororganisation ETA am 22. März 2006 nach 38 Jahren des Kampfes einseitig einen »permanenten Waffenstillstand« verkündete. Er gilt seit dem 24. März und könnte das Tor zu Verhandlungen aufstoßen, die einen weiteren Schritt auf dem Weg in eine friedliche Zukunft bedeuten würden, nachdem der Kampf der ETA schon seit fast drei Jahren keine Todesopfer mehr gefordert hat. Nach der Demobilisierung der IRA in Nordirland würde damit auch in Spanien ein Konflikt zu Ende gehen, der das Land im Innern polarisierte und in der Außenpolitik massiv behinderte. Der Verzicht auf Gewalt würde die letzte terroristische Gruppe Westeuropas in einen zivilen Prozess einbinden, der sicherlich mit der Gewährung von Autonomierechten für das Baskenland verbunden sein wird.
