Abstract

Beim EU-Sondergipfel am 11. Februar 2010 haben die Staats- und Regierungschefs Griechenland zwar noch keine konkrete Finanzhilfe zugesagt. Sie haben aber die Geschäftsgrundlage der Eurozone verändert, indem sie ihre Bereitschaft erkennen ließen, bei der Refinanzierung griechischer Staatsschulden unter strikten Auflagen zu helfen. Damit sind sie keine juristische Verpflichtung eingegangen, haben jedoch ein wichtiges politisches Signal gesendet: eine Rettungsaktion in der Eurozone ist wahrscheinlich. Was die Märkte beruhigt, entlässt die Politik nicht aus der Verantwortung: Griechenland muss dauerhaft auf einen Reform- und Konsolidierungskurs verpflichtet werden. Andernfalls entsteht der Eindruck, dass mangelnder Reformwille durch solidarisches Handeln der Partner honoriert wird. Zudem braucht die Eurozone Instrumente und Verfahren für den Umgang mit vom Bankrott bedrohten Mitgliedstaaten
