Katars Nahostpolitik: Neuer Akteur mit begrenztem Handlungsspielraum

Abstract

Als Katar - ein kleines Emirat mit großen regionalpolitischen Ambitionen - Anfang 2008 einen Kompromiss zwischen den Konfliktparteien im Libanon vermittelte, erregte dies weltweites Aufsehen. Der Gipfel der Arabischen Liga in Doha Ende März 2009 zeigte indes, dass Katars politisches Gewicht nicht überschätzt werden sollte. Obwohl ein energiepolitischer Riese, kann Doha gegen die Allianz der prowestlichen Staaten Saudi-Arabien und Ägypten mit den USA wenig ausrichten. Katar, das seit 2006 eine zunehmend unabhängige Außenpolitik verfolgt, wird in erster Linie von der Erkenntnis geleitet, bei einer etwaigen Eskalation der Spannungen in der Region gefährlich nah an der Frontlinie zum Iran zu stehen. Deshalb verfolgt das Emirat eine Doppelstrategie. Zum Schutz vor seinen Nachbarn Iran und Saudi-Arabien lehnt sich Katar militärisch eng an die USA an. Gleichzeitig versucht es, sich als erfolgreicher Vermittler zu positionieren und so das internationale Interesse an seiner Stabilität wachzuhalten
