Abstract

Am 19. März 2007 sollen die Sechsparteiengespräche über die vollständige Beendigung des nordkoreanischen Atomwaffenprogramms in Peking fortgesetzt werden. Ein im Februar 2007 vereinbarter Aktionsplan zur nuklearen Abrüstung gilt zwar als diplomatischer Durchbruch, da er einen Prozess zur Überwindung der Atomkrise einleiten könnte. Doch sind zuvor noch viele komplizierte Probleme wie insbesondere die zuverlässige Überprüfung des Abrüstungsprozesses zu regeln. Zweifel sind jedoch angebracht, ob Nordkoreas Diktator Kim Jong-il gewillt ist, auf sein Atompotential zu verzichten. Deutschland beteiligt sich - anders als im Falle Iran - nicht unmittelbar an der Beilegung der Krise. Dennoch sind seine Interessen direkt betroffen. Denn der Ausgang der anstehenden Verhandlungen wird im positiven wie im negativen Fall massive Auswirkungen auf das nukleare Nichtverbreitungsregime haben.(SWP-aktuell/ SWP)
