Europa und China im Wettstreit um Russlands Erdgas?

Abstract

Als Präsident Putin am 21. März 2006 an der Spitze einer 1000-köpfigen Regierungsdelegation zur Eröffnung des »Russischen Jahres« nach Peking kam, erwarteten viele Beobachter, dass bei dieser Gelegenheit die schon jahrelang diskutierte ostsibirische Ölpipeline nach China endlich durch Verträge besiegelt würde. Stattdessen bot Putin überraschend den baldigen Bau einer Erdgaspipeline aus Westsibirien durch die Altai-Region nach China an. Eine solche Pipeline berührt europäische Interessen, denn sie wird aus Russlands Hauptförderregion gespeist, von der aus die großen Gasfernleitungen nach Westen gehen. In diesem Zusammenhang wird die von der Internationalen Energieagentur aufgeworfene Frage nach Russlands künftigem Gasexportpotential und den Alternativen Europas bei seiner Gasversorgung noch dringlicher.
