Eine "Roadmap" für Kaschmir?

Abstract

Die Eröffnung einer Buslinie zwischen dem indischen und dem pakistanischen Teil Kaschmirs am 7. April 2005 sowie der Indienbesuch Präsident Musharrafs vom 16. bis 18. April haben dem Prozeß der Annäherung beider Staaten einen deutlichen Schub gegeben. In ihrer gemeinsamen Abschlußerklärung unterstrichen beide Seiten, daß sie den eingeleiteten Friedensprozeß als irreversibel erachten. Zudem haben sie neue Ansätze zur Lösung des Kaschmirkonflikts erörtert, die Konturen einer »roadmap« erkennen lassen. Diese Entwicklungen geben Anlaß zu der Hoffnung, daß die im April 2003 begonnene Annäherung eine nachhaltige Verbesserung des indisch-pakistanischen Verhältnisses zeitigen wird. Der Erfolg der Initiative wird davon abhängen, inwieweit Musharraf sie gegen die innenpolitischen Widerstände in Pakistan durchsetzen kann. (SWP-aktuell / SWP)
