Die Vereinten Nationen im Visier: Personal in VN-Friedensmissionen braucht besseren Schutz

Abstract

Auf die VN-Mission in Kabul (UNAMA) wurde Ende Oktober 2009 ein Terroranschlag verübt. Kurz darauf beschlossen die VN, mehr als die Hälfte ihrer internationalen Mitarbeiter bis auf Weiteres außer Landes zu bringen, da sie für deren Sicherheit nicht mehr garantieren konnten.Der Anschlag auf UNAMA in Afghanistan ist Teil einer ganzen Serie von Angriffen auf VN-geführte Missionen. Die Sicherheitslage von Blauhelmsoldaten und zivilem Personal in VN-Friedensmissionen hat sich in den letzten Jahren deutlich verschlechtert. Immer wieder werden Mitarbeiter nicht mehr als legitime Friedensstifter und Beschützer im Namen der Weltorganisation gesehen, sondern bilden ein opportunes Ziel für gewaltbereite Konfliktparteien und Terroristen. Die Entwicklung ist in qualitativer wie quantitativer Hinsicht beunruhigend: Selbstmordattentate von Extremisten sind eine verhältnismäßig neue Bedrohung und die vorsätzlichen Attacken auf VN-Personal nehmen zu. Gleichzeitig mangelt es dem Sicherheitssystem für VN-Missionen weiterhin an angemessener Ausstattung und Organisation
