Getreide als strategischer Rohstoff: Herausforderungen für den G8-Gipfel

Abstract

Agrarmärkte sind von jeher Preisschwankungen unterworfen. Deren Auswirkungen sind jedoch, seitdem die Agrarliberalisierung multilateral vorangetrieben wird und Lagerbestände abgebaut werden, weltweit deutlicher denn je zu spüren. Vor dem Hintergrund der extremen Preissteigerungen im Jahr 2008 und der daraus resultieren-den Versorgungskrisen hat der Vorschlag an Rückhalt gewonnen, die Lagerhaltung zu koordinieren, um auf diese Weise analog zum Ölmarkt sowohl die Preise stabilisieren als auch die Versorgung besser sichern zu können. Die G8 ebnete bereits auf dem Gipfel 2008 dem Comeback dieser Idee unter dem Schlagwort Strategische Getreidereserve den Weg. Dieses Konzept wird nun auf dem erstmals stattfindenden G8-Agrarministergipfel im April 2009 erneut aufgegriffen. Unter welchen Voraussetzungen funktioniert ein solches internationales Lagermanagement bei Nahrungsmitteln? Was sind die Risiken und welche Rolle können die G8 oder einzelne ihrer Mitglieder dabei spielen?
