Afrika im Fadenkreuz der USA? Warum die USA ein Afrikakommando einrichten

Abstract

US-Präsident George W. Bush hat seinen Verteidigungsminister angewiesen, ein militärisches Regionalkommando für Afrika (Africa Command; AFRICOM) aufzubauen. Es soll bis September 2008 auf dem afrikanischen Kontinent aufgestellt werden und bis dahin beim Europakommando (U.S. European Command; EUCOM) in Stuttgart gebildet werden. Diese Maßnahme unterstreicht, dass der Kontinent für den amerikanischen Kampf gegen den internationalen Terrorismus an Bedeutung gewonnen hat. Doch primär soll der Zugang zu den Rohstoffen und insbesondere zu den Erdöl- und Erdgasressourcen afrikanischer Staaten abgesichert werden. Mit zunehmendem Einfluss Chinas und Indiens auf dem afrikanischen Kontinent und angesichts des verstärkten Engagements der EU geht es den USA aber auch darum, die eigene Afrikapolitik effektiver zu gestalten und das Gewicht der anderen Akteure aufzuwiegen.
