Stadt, Land, Frust: Die Debatte über eine Landreform in Südafrika

Abstract

Im Dezember 2018 beschloss das südafrikanische Parlament mit den Stimmen des regierenden African National Congress (ANC) und der Oppositionspartei Economic Freedom Fighters (EFF) einen Zusatz zur Verfassung. Er soll die bestehende Möglichkeit konkretisieren, Land entschädigungslos zu enteignen. In der Diskussion über eine Landreform in Südafrika wird vielfach der Eindruck erweckt, als könnten entschädigungslose Enteignungen weißer Farmer das Problem der ungleichen Einkommensverteilung im Land lösen. Dabei ist ein ganzes Set an politischen Reformen nötig, um mehr soziale Gerechtigkeit zu schaffen. Sichtbare Erfolge könnten dazu beitragen, jene Gruppen zu besänftigen, die 25 Jahre nach dem Ende der Apartheid von der südafrikanischen Demokratie enttäuscht sind. Ein Scheitern der Reformen dürfte hingegen die ohnehin große Frustration in Südafrikas Bevölkerung noch verstärken.
