Kalkulierte Destabilisierung in der DR Kongo: Die Handlungslogik der Kabila-Regierung

Abstract

Am 19. Dezember 2016 endete die nach der Verfassung der Demokratischen Republik Kongo limitierte Amtszeit von Präsident Joseph Kabila. Seither versucht seine Regierung mit allen Mitteln, an der Macht zu bleiben. Sie verübt massive Menschenrechtverletzun-gen und eskaliert Gewaltkonflikte, um Wahlen zu verzögern. Mit dieser Strategie hat sie neben einer politischen auch eine akute humanitäre Krise ausgelöst. Experten und Menschenrechtsorganisationen fordern deshalb eine Ausweitung bereits verhängter Sanktionen. Doch diese Forderung scheint die Handlungslogik der Regierung zu ver-kennen und ihre Entschlossenheit und Kapazitäten zu unterschätzen. Druck von außen wird die Gewalteskalation im Kongo nur dann stoppen, wenn er stark genug ist, die Kosten-Nutzen-Rechnung der Regierung zu durchbrechen. Andernfalls wird er trotz guter Absichten eher dazu beitragen, die derzeitige Krise zu verstetigen und ihre desaströsen Konsequenzen für die kongolesische Bevölkerung zu verschlimmern.
