Globale Gesundheitspolitik der EU: Eine Agenda für die deutsche Ratspräsidentschaft

Abstract

Deutschland übernimmt in der zweiten Jahreshälfte 2020 die EU-Ratspräsidentschaft. Im Trio mit Portugal und Slowenien, die in dieser Funktion nachfolgen werden, sollte die Bundesregierung den Vorsitz nutzen, um die Rolle der EU in der globalen Gesund­heitspolitik zu stärken. Auf diesem Feld richtet die EU den Fokus in der Außendimen­sion bislang vor allem auf den Infektionsschutz, aktuell auch in Reak­tion auf den Ausbruch des Coronavirus (Covid-19). Um einen Beitrag zu den Nachhaltigkeits­zielen der Vereinten Nationen zu leisten, sollte sie den Blick jedoch stärker auf um­fassende Gesundheitssysteme richten. Dafür braucht es auf EU-Ebene einen intersektoralen und präventiven Ansatz. Dies öffnet die Tür für kohärente Zusammenarbeit, Allianzen und eine menschenzentrierte Politik in Einklang mit europäischen Werten.
