Erneuerung der nuklearen Abschreckung: Die USA wollen nukleare Einsatzoptionen und globale Eskalationsdominanz stärken

Abstract

In der Nuclear Posture Review vom Februar 2018 kündigt die Trump-Administration an, die Nuklearwaffen der USA umfassend zu modernisieren. Sie will alle strategischen Systeme ersetzen, atomare Gefechtsköpfe mit niedriger Sprengkraft beschaffen, die Reichweite luftgestützter Marschflugkörper erhöhen und seegestützte substrategische Systeme nuklear bewaffnen. Ziel ist es, der unterstellten Bedrohung durch Russland, China, Nordkorea und Iran mit globaler militärischer Dominanz zu begegnen. Dazu sollen die nuklearen Einsatzoptionen erweitert und die Lastenteilung mit Alliierten ausgebaut werden, um die nukleare Abschreckung zu stärken. Dies wird die künftige Rüstungskontrolle bestimmen, die Glaubwürdigkeit der globalen Nichtverbreitungs-politik beeinflussen und sich auf die nukleare Teilhabe in der Nato auswirken. Eine neue Debatte über die Nukleardoktrin der Allianz ist daher unausweichlich. Deutsch-land muss sich dazu positionieren.
